Citywide "Portland" Emergency Response Drill, April 7th between 2-5 PM



NET members will participate in a mock deployment exercise in which they will be required to practice several important skills, including:

●Deploying to the staging area

●Completing and handing off ICS forms

●Establishing a chain of command

●Communicating with other team members, other teams, and the ECC using the correct channel, call sign, phonetic alphabet, radio etiquette, etc.

(NOT in Scope: Triage, first aid, search and rescue, victim extraction, fire suppression, etc.)

Primary Goal: Increase team effectiveness by having as many team members as possible practice key deployment skills.

Secondary Goals: Build awareness of NET team by engaging community members in the exercise (as victims, SUVs, etc.); Build stronger partnerships with neighboring NET teams, fire stations, and ECC by collaborating with them before and during the exercise.

Exercise Length: 3 hours (2:30 exercise, 30 minutes debrief)

Date/Time: Saturday, April 7, 2018 from 2-5pm (“hot wash” debrief from 4:30-5pm)

Location: Staging areas to be determined by each participating team

Exercise Flow

  1. Prior to exercise start, a “Scenario Controller” is stationed at each staging area to guide the exercise and act as a safety person. The Scenario Controller will be in charge of the timing and distribution of incident reports for response by team members.
  2. At designated time, PBEM sends deployment message to all participating NETs.
  3. NET members grab their gear, turn on their radio to the designated channel, and deploy to staging area on foot or by bike, documenting at least 1 or 2 items on Damage Assessment Form along the way. Take into account whatever the weather conditions are for the exercise.
  4. When first NET member arrives at staging area, Controller hands them the “Incident Commander [IC]” role card and explains that they are the IC by default, but the role can be handed off to a more appropriate person if needed. The IC also receives the other role cards (ARO, Ops Coordinator, etc.), which can be distributed as they see fit.
  5. The IC does a sizeup of staging area to determine whether it is safe to use, then designates an area for NET operations.
  6. As other NET members arrive, they locate the IC and hand off their damage assessment forms. The IC determines an appropriate role for each arriving team member and hands over a role card.
  7. Each person then executes the tasks on their card, which could include:
    1. ARO: Sets up communication with ECC; attempts to contact other neighborhoods to request equipment or special assistance; passes messages as needed
    2. Scribe: Assists IC by documenting information on appropriate ICS forms as people arrive
    3. Ops Coordinator: Designates and sets up areas for different response activities within the staging area (medical, sanitation, etc.); recruits other team members for key roles (medical coordinator, search & rescue teams, etc.), decides when and where to send search & rescue teams, oversees all response operations
    4. SUV Coordinator: Interviews and assigns appropriate roles to unaffiliated volunteers, and documents all assignments
    5. Task Team Members: Groups of 2-3 people go to locations assigned by Ops Coordinator and perform the tasks assigned (in this exercise, those will likely be scavenger hunt and message-passing types of activities rather than search & rescue activities). Team reports back to Ops Coordinator by radio.
    6. “Extra” roles are included as options: Medical Coordinator, Planning Chief, etc.
  8. At the designated time, Controller announces end of exercise. Team members and facilitators share what happened and what they learned in a brief “hot wash”.

Exercise Assumptions

●ECC or a representative will be able to participate in radio exercises.

●All team members will have access to FRS/GMRS radio for the exercise, and at least one team member will have access to ham radio.

●Fire stations may be open so that ARO can access orange box, if needed.

●Staging areas (or some portion) will be available for use at designated time. Have a backup plan in case they are not.

●Not all staging areas will have an equipment cache or radio available for use. You may decide to deploy your cache to your staging area. For best realism, plan on moving it on foot or bicycle.

●All radio communications will clearly indicate this is a training exercise so as not to alarm any non-NET listeners.

●Community members who happen to be at the staging areas will be curious what we are doing; we will need to be prepared to give them handouts about NET or involve them in the exercise as SUV’s or victims.
